Initially, during 2003, leadership of the pensioner group was somewhat fragmented as individuals in different retiree communities met on a by-location basis as this was the easiest means of sharing concerns and exchanging views. This rapidly evolved into an inter-location process as various individuals took the initiative to widen the dialogue.

While local individuals continued to be active within their communities, an ad hoc team evolved comprised of two representatives from the Kingston community and four from the Toronto/Oakville area. These individuals quickly developed a communications and contact process with each other via telephone contact, e-mail and periodic face to face meetings.

They launched an initial funding campaign, undertook to issue the periodic Communiqués, and initiated several consultations with outside agencies such as the Financial Services Commission of Ontario, and legal counsel.

This voluntary group, the current Pensioner Leadership Team or PLT, has played a major role in developing DIPAC to its current status, and in defining the path forward that is planned.
